dt problems

Managers,
    We just upgraded a headless E4500 from Solaris 7 to Solaris 9. The box is
a Sun Ray server that supports about 70 Sun Rays. Since the upgrade occurred,
we have had poor performance. dtlogin related processes at times seem to be
dominating the use of system resources. Also, the sessions to the Sun Rays
occasionally freeze up until the Sun Ray card is pulled out and put back in.
The /var/dt/Xerrors file is being filled with the following errors:

To me, this appears to be a result of two problems: a problem with DPMS and a
problem with the default language. Looking at sunsolve, there are some DPMS
related bugs that have been reported, but no clear cut fixes. I've not yet
found anything concerning the language problem. Do any of you have any
suggestions?
