Incomming mail are not coming

Hi

I installed send mail on a HP-UX every thing looks fine, I am able to
send mails but I am unable to received.

I am able to do telnet to port 25 on locahost, when I do same thing from
remote host I failed, but I am able to telnet 110 and 143.

When I am sending mail to a particular user it is bouncing back to me
with the following error.

mail: /var/mail/root.lock not creatable after 100 tries <root@uas
ng074.gep.ge.com>... Deferre
