setting current/home session

Hi,
the default for a new account is to "return to current session" as
opposed to "return to home session".

I want to set it so that all new accounts automatically return to home
session.

this option must be held in some configuration file somewhere, does
anybody know what file this option is stored in and what the tag is that
I have to use?
