FTP account

 Goal: Allow a new group of users to ftp a ridicules amount of data to a
solaris 8 server.
         Prevent these users from filling the default ftp home directory
file system(again)
         Insure the account used for the ftp can not login to this
machine
         Then encrypt the files and send them on their way.

I have created a new user account on this solaris 8 server. I have
modeled this account after the ftp user account and created a new home
directory. With the shell set to /usr/bin/false I can not get past the
ftp login. If I set the shell to a valid shell the ftp login is
successful.
How can I get a new user account to respond similar to the account named
"ftp"?
