Solaris8 performance problem

Hi,

I have a Sun Fire 480R with 4 CPUs & 8GB RAM on which I'm seeing the
following vmstat output that I collected by running it at every 2 second. My
analysis is that I have enough CPU power as well as memory power. Also, not
much IO. (I didn't check NIC performance but I doubt it's causing this) Then
would it be purely the application that may cause no CPU idling?
