V440 leaves nic down on boot

I have 7 Sunfire V440's each with 2 network connections (1 private and 1
public) running Solaris 9. Two of them have had the OS reloaded and now
only bring up the private nic on boot. They are configured the same as
the systems that bring up both interfaces so I don't know what I could
have done differantly especially since I use scripts to configure
everything after loading the os. If I give the <ifconfig interface up>
command it comes up without any problems and lets me set the routes. I
can't find anything in the archives or through google that looks like
this. Any help would be greatly appreciated.

The question is: Why is only the private network nic being brought up
and not the public nic. Is there a way to force the public nic up
without adding an rc level script.
