rcmd:socket cannot assign requested address

Hi,
   
  I have a job which does rsh to some remote systems, most of the time they fail with error "rcmd:socket cannot assign requested address". I am doing rsh from solaris 5.8 to solaris 5.7. I have found a previous answer which suggests to reduce tcp_time_wait_interval value to solve this. I am bit worried about reducing this because, If I reduce it from 4 to 1 minute, many more rsh may fail due to less timeout value, isn't it?
   
   
  I would like to know expert's comment on this, is it ok to change? will it solve the problem, or is there any other patch to solve this.
