sudo on Solaris

Hi Gurus,
  
  I have a wiered sudo situation. My /usr/local/etc/sudoers file says
  user1 ALL=/usr/local/useradmin/Terminate_Sunray_User
  When I su to user1 and run sudo -l
  
  /home/user1# May 1 10:17:02 hostname sudo: [ID 702911 auth.alert] user1 : command not allowed ; TTY=pts/111 ; PWD=/home/user1 ; USER=root ; COMMAND=list
  
  But as root
  User root may run the following commands on this host:
      (ALL) ALL
  
  sudo and sudoers are on a NFS mounted directory under NIS.
  
  Why is this?
