/etc/default/login (console=) & SUN's SSHD vs OpenSSHD

I was just asked to explain why two servers act differently with
respect to root logins, yet I cannot see why?

Machine 1 is running Solaris 9 with OpenSSHD and has
console=/dev/console inside of the /etc/default/login file.

Machine 2 is running Solaris 9 with SUN's SSHD and also
has console=/dev/console set inside of /etc/default/login

Machine 2 will not let you log in as root via SSH, but machine
1 will.

I can add that both machines are patched to identical levels as
well. And the version of SSHD each is running is one version
behind the current. (I need to get these updated soon.)

Has anyone seen this and also does anyone know of a
work around to get OpenSSH to respect this? Or am I missing
something else somewhere?

I have read as much documentation on this as I could find,
but have not found any bug notice or anything else for that
matter on this.
