Your OpenSSL headers do not match your library

Hi all,

Having problem with I try to compile OpenSSH 3.4.
The system is running Solaris 8. Previously OpenSSL 0.9.6c, OpenSSH 3.1 was
compiled and installed.

I did the followings before running `./configure`:
   export PATH=/usr/local/bin:/usr/bin:/usr/sbin:/usr/ccs/bin:/usr/xpg4/bin
   export CPPFLAGS="-I/usr/local/ssl/include"
   export CFLAGS="-I/usr/local/ssl/include -L/usr/local/ssl/lib"
  
WHen I run ./configure, I got these errors:

configure: WARNING: ****** Your snprintf() function is broken, complain to
your vendor
checking whether getpgrp requires zero arguments... yes
checking whether OpenSSL's headers match the library... no
configure: error: Your OpenSSL headers do not match your library
-----------------------------------

It got to be some stupid mistake, any help?
