couldn't set locale correctly

Hi,

couldn't set locale correctly

I got this problem when logging in as a root or me or others. I have search
the WWW etc could not resolved it!
Does LC_* setting had anything to do with this?

DO I NEED TO REMOVE LC_* settings and reboot the machine?

Any help would be appreciated and will summarise.
