was

devfsadm
ifconfig bg2 plumb up
ifconfig bge2 217.172.45.220 netmask 255.255.255.248 broadcast
217.172.45.223 up

I found that the order of netmask and broadcast is important.

ifconfig bge2 217.172.45.220 broadcast 217.172.45.223 netmask
255.255.255.248 up

did not work for me
