T3 disk array with bad controller

I have 3 pair of T3 disk arrays. On 1 pair, 1 of the controllers went bad-
no lights. When I replaced the bad controller they sent a newer board. I
went through the process of bringing the new board online but it will not.
I do not think the problem is in the chassis because the new board does have
link light going back to the gbic.

My question is: Is the old board compatible with the new board? Best I can
tell, the old board cannot be upgraded by firmware to the new board status.

We have very good backups but the restore process will take at least 18
hours if I need to rebuild the storage array.
