ftp and read only acces

Hi

I am running solaris 9
I have set a user account with ftp access only following the docs.
That works fine.
However once ftped the user is able to go to any directory on the system and
not only to the home directory specified.
How do I stop him form being able to browse other directories.

Also how do I create a userid that has read access to a specific directory
only and no other access.

Any help woul be appreciated.
