E280R build from ufsrestore

I have been asked to build a second E280R from the ufsdump tapes from
the first. One internal disk 76Gb the original was 36GB. I cannot gert
it to boot properly. See below

1. boot cdrom -s
2. format disk with partitions /dev/dsk/c1t0d0s0(root), S1(swap).
3. swap -a /dev/dsk/c1t0d0s1
4. ufsrestore -rf /dev/rmt/0 This puts all the /usr /var etc in the one
partition. No disk mirror or anything. No other partition used for /usr
etc.
5. I tried to boot from the boot disk it gets as far as trying to
recognise /dev/dsk/c1t0d0s0 and swap and says the partition does not
exist.

I tried boot -r to reconfigure the /dev /devices dir but to no avail.

The question is, what have I forgotten to do?
