This worked fine.

cd /usr/share/lib/zoneinfo/src

zic asia

  (This will create a directory Asia in /usr/share/lib/zoneinfo, with a file
Dubai in it)

in /etc/TIMEZONE, change TZ to (/etc/TIMEZONE is a link to
/etc/default/init)

TZ=Asia/Dubai

save

now:

. /etc/TIMEZONE
export TZ

date; date -u

Thanks to Eugene, Hendrik and Luc for the answer (I did not find a Sun patch
for this)
