E6500 drowning

We got and E6500 with 30 CPUs, Solaris 2.6 (patched).
We are running an Oracle database connected to a NetApp filer via NFS
mounts.
SAR shows around 30% usr, 40% sys, 0% I/O, and 30% idle
This is a huge OLTP/TPM database and I believe it has something to do
with NFS and the NetApp but I can't figure out what to look at to point
to a specific problem like NFS.
It's 30% idle but the users are complaining of slowness.
Any suggestions?
