floating i.p. problem

Managers,
    We have two E3000 servers in a VCS cluster. The servers have a static
i.p. address and a floating i.p. address tied to one network interface. The
problem is that the floating i.p.'s arp cache entry on our Cisco router is
not being refreshed, despite it being constantly used. So, it times out,
and does not come back until we "down" and "up" the interface on the Sun
box. All the Cisco people I've spoken with say that the Cisco router should
reset the timeout value if traffic from the floating i.p. is being routed
through it. So, my questions are:
 
1. When there are multiple i.p. addresses tied to one network interface, can
it cause confusion with a router because the two i.p. addresses have the
same mac address?
 
2. Have you ever seen and resolved a problem like I've described? If so,
what was the problem resolution?
