Thanks to Casper Dik, I was able to find a solution this problem. I
was bitten by this problem I had modified the pam.conf when I
installed Titan (a security module that secures your Solaris
installs). Once I replaced the original pam.conf, the password length
started working again. I've written up a small how-to for people
interested in changing from default crypt() weak passwords to Blowfish
in Solaris 9 (release > 08/02) - Available here:

Other Solution as proposed by Steve Sandau was to use npasswd. -
