how to change back my device links w/out rebooting

hi managers..

i have a problem here. first L9 is configure to /dev/rmt/0 after that i
attach external tape drive to /dev/rmt/1. L9 is used by veritas netbackup.
some guy have remove all links file in /dev/rmt and do devfsadm. this make
the L9 link to /dev/rmt/1 & external to /dev/rmt/0 & make veritas cannot do
backup.

what i have done -> detach external tape drive and remove link in /dev/rmt/
and redo devfsadm but this action create /dev/rmt/0 1 & 2. the L9 is still
at /dev/rmt/1. how can i reattach back L9 to /dev/rmt/0 & external tape to
/dev/rmt/21 without rebooting?
