High IOWAIT

Hi,
 
I have a E3500 server with 4CPU's and 3GB Memory and SUN OS 2.7 with Oracle8i database running on the server. Most part of the day it's observed that an iowait between 40 to 70.
What is the reason for this high iowait and any way to reduce the high iowait. This high iowait will affect the performance.
Expecting suggestions / workaround for this.
