one of my colleagues has modified /etc/inetd.conf.
There was only tcp6 instead of tcp in /etc/inetd.conf!

Have you edited /etc/inetd.conf, so it goes thru the tcpd program?
Example:
telnet stream tcp nowait root /usr/sbin/tcpd in.telnetd
