SYSLOG oddity

Gurus-

We are running a program that sends us data through syslog port 514. They
events are *.info. syslog.conf has the following entry in it.

*.info /var/log/Ntlog

That file obviously exists. Using a sniffer we found that the machine
sending the information is indeed sending it. We rebooted a few times killed
it will an HUP a few times. No data in /var/log/Ntlog. It would not work
until I issued a /etc/init.d/syslog stop and start. Any ideas on why this
would be happening?
