Max number of characters for a file name: tar limit

Hi all,
The backup utility, tar, imposes a limit on the number of characters that a
file name can have.
It imposes a similar limit on the prefix of the file name( i.e the full path
name).

Can anybody here help me with the following queries:
1. what are the limits for the file name and the prefixes ?
2. Is there a workaround so that we may backup a file where prefix is > 200
characters
or whose name contains more than 200 characters ?
