deny hosts to telnet

Hello

somebody help me to restrict the acces via telnet?
I'm working with Solaris 8 and I need deny all hosts but allow certain ones
to connect,
but only configuring the O.S. whitout install any aditional software.
I try the hosts.deny/hosts.allow, but doesn't work
