ntpdate & rdate -- does it affect date/time at hardware level

A recent discussion with my co-wokers about synchronizing OS time has
prompted this question:

Does ntpdate and/or rdate affect the date and time at the hardware level
or just at the OS level?

The man pages do not discuss this.
