420R PCI slots

I have 2 420R's I am trying to get qlogic HBA's to work on.

On the first system Slot1 seems to be running at 66MHz. The QLC card seems
to be correctly detected and the ifp driver takes over.

On the other system though, PCI1 which is claimed to be a 66MHz slot seems
to be running on 33MHZ and I am guessing that to be reason for the card to
be seen but not initialized.

IS there a way to tweak the speed of Slot1 ?

This is the same ISP2100A card I was trying to insert into the 280R earlier
in the day.
