I am having the exact error that Tim Villa documented in January.

The only information I can find on Google and Sunsolve about such a thing
relates to Solaris 2.4 from 1995.
So far I've tried reapplying the patches and going to an early version in
in.telnetd, but I still get the same error. Doing a truss shows that the
modctl call is returning ERRNO, but telmod is installed in the same place as
it was before patching.
