init and shutdown don't work

solaris 8 server, kernel 108528-12
/sbin/init 6
and
shutdown -y -g0 -i6
don't work, they pause, i get the shutdown banner
announcement and then never complete.

so i have to run reboot, which is shocking!

why don't they work?
