There isn't any need to perform policy routing. You can just set up any
necessary static /32 routes such as to the sniffing router, your dns
server, etc pointing to your default gateway. Then you can just set up
the default route to go through the tun0 interface.

Don't ever think to use 'debug ip packets', that's pretty overwhelming
for a router. If you want to check which traffic is leaving/reaching the
router just set up an standard/extended classification access-list on
the interface and check matching counters.
