('binary' encoding is not supported, stored as-is) It's commercial, but Immunity CANVAS can do this (and without installing the 6000 gig Oracle libraries most tools need):

The Oracle movie on this page shows it going from the GUI, but of course you can do it from the commandline too.

My experience is that Oracle 10 and above require a database name for you to do this with, but YMMV.
