In /etc/profile, there should be these lines:
export HISTFILE=$HOME/.sh_history
export HISTSIZE=5000
you will also need to prevent the users from deleting their files by including the following line on this file
trap "rm -f ${HISTFILE}" 0
then Do strings on individuals' .sh_history files in their home directories. This will show most recently executed commands by given users
example # cd /home/b12641
#strings .sh_history
