[HPADM] disabling user accounts

I have a request (by auditors) to disable an account after a specified
number of failed login attempts. From what I understand, this is only
possible using a trusted system. One thing I've noticed is that secure
shell disconnects a session after 3 attempts to login. Is there anyway to
leverage this and have it also lock the account? Maybe something in the pam
module? Running HPUX 11.11 (untrusted).
