[HPADM] Directories in /etc/skel not being added for new users

Hello, I have several 11i boxes that need a directory created in a user's home directory when they are created via a SAM template. I have the directory created in /etc/skel but it is not created when a new user is made. Is there anyway to make this happen? If I use the useradd command it works, but this is not an option.
