Single-user mode is very special. Nothing is mounted except
/ and /stand. However, there is a special directory called
/sbin which is part of the / lvol and it contains the most
important commands for administering the system in single
user mode. /sbin contains 'archived library' programs so
mount (and all other commands) are self-contained.
So you can mount /usr with no problem in single user mode.
If you need vi, you need 3 mountpoints available:
mount /usr
mount /var
mount /tmp

I believe the mount command is in /usr/bin. Does the /etc/rc.log show any
errors? Any problems in /etc/fstab?
Might have to run a fsck on the partition.
