[HPADM] Sluggish Server

Here is the scenario. I have an rp5470 Clearcase server with an external
JBOD array that is configured as RAID5 via a 4Si card. The system has 2.5GB
of RAM and dual processors (750's I think), a GBE interface, and runs 11i in
64-bit mode. For some unknown reason, this box is just plain sluggish.
Even simple commands show noticable latency, much more so than my older
N4000 configured similarly.
 
I know there's a bit of a disk bottleneck on that array but commands that
don't access it are slow too. There is no heavy CPU load, in fact, the
highest the CPU queue length has ever been is 2.1, and averages 0.1.
 
Does anyone have any idea what could cause such behaviour?
