[HPADM] Root account disabled

How do I enable my root account thats been "locked in the commerical
security database" on HPUX 11.

I went to single user mode and tried to go into /tcb/files/auth/r/root
and use vi to unlock the account, but vi is not found and I not able to
mount that filesystem. What I'm I doing wrong?
