[HPADM] What is the /var/spool/sockets/pwgr directory?

What is the /var/spool/sockets/pwgr directory used for?
I have several 11.0 systems that have this directory that fills up with 0
byte sized files that are named "clientnnnnn", the "n"'s are a sequence of
numbers. What creates these files?
