[HPADM] unable to enter @ character under telnet

Dear Admins,
suddenly all the users that connect to my L2000, UX 11.0, lost the
ability to enter the @ character. When they type it (shift 2), the @
character shows up and the cursor jumps to new line. This is not the case
for people logged in via ssh. No changes in the system prior to this
happening and the reboot didn't clear it. tia, julius
