[HPADM] /etc/skel problem

Hello,

I need to create a directory for all newly created users. I created a
directory called 'log' in /etc/skel with owner and group bin, with the
permissions I need it to be. However, this directory is never created
when I add a user. This is HPUX 11.0. Is this a known problem?
