[HPADM] Root cant login from console

Hi -,

I have a N9000 running HP-UX 11.0 .
I cant login as root at the console or telnet to this machine as root. At
the console i have to login as a normal user and then su to become root.
The error is " login incorrect "
There are no /etc/securetty file.
 I looked into the archives but could not come up with an answer.

All help is appreciated.
