1- Yes, the primary swap is actvive on reboot. These settings are used by the firmware and kernel at boot time because the system can't read the /etc/fstab file until the root filesystem is mounted.
2- swap gets active at: /sbin/rc1.d $cat /sbin/init.d/swap_start
