[HPADM] crontab to edit other users cron

Hello,

On one of our servers i don´t seem to be able to use crontab in the
correct way.

As root user I´m trying to edit de cron file of user oraexp but keep
getting the parameter message from the crontab command.

I´m using crontab -e oraexp (it doesn´t mind wich user I´m trying it
won´t work)

did put the user in cron.allow and he´s able to edit his cron when he´s
loged in.

What could be it that I´m not able of using crontab as root to edit
other users cron?
