Many suggestions and I checked them all. It turned out to be the
/etc/shells did not have the /sbin/sh entry. I am also attaching a link to
a good ftp troubleshooting guide and anonymous ftp setup document which was
sent to me by Vance Brasher. Good document. Once again thanks to all of
you.

Subject: [HPADM] FTP as root
I have a k370 running HP-UX 11.0. I am trying to ftp to it and when I login
as root I get "530 root access denied". I check the /etc/ftpusers and there
is no entry in there for root. I can ftp to this system as another user
with no problems. I check everything I could think of but cannot seem to
find an answer. I search the archives to no avail. Any suggestions would
be greatly appreciated.
