Here is the summary of the "telnet Login incorrect"
Most people pointed me to the /var/adm/inetd.sec or the /etc/securetty
The problem was that loggin in to the system was able with ssh and not with
telnet.
The solution is verry strange.
The password was holding a "#" like in fG0g9#1. This is a random generated
password (created by several people).
After changing the "#" in a "3" logging in worked fine. I did not beleave
this so i chenged it back. The same problem occured. After changing the "#"
in "3" again loggin in worked fine.
