[HPADM] telnet "Login incorrect"

Dear admins,

On hp-ux 11 machines i have the folowing problem:

With remsh i can login to my system
with ssh i can login to my system
with telnet i cannot login to my system

On this system
i can ssh localhost
i can not telnet localhost
telnet localhost gives me a "login incorrect"

The system is not secured (no pam)
The system has no /etc/xinetd.d/ directory

What is going wrong?
