I received several replies suggesting a problem with hostname resolution. None of these suggestions helped at all. Since I can telnet from the console to any machine I want, hostname resolution seems to work as it should.
Several also suggested disabling CDE processes (dtspc, rpc.ttdbserver, and rpc.cmsd). While this works for these two machines since they don't need CDE running, it doesn't answer the question of why CDE takes 20 minutes to allow any access to the machine.
These two machines are working now, without CDE, so I'm out of the immediate woods.

All,
I have two machines recently installed HP-UX 11.00, a D380 and a J7000. Immediately after booting, I am able to telnet from the machine's console, but cannot telnet into the machine from elsewhere for an additional 19-20 minutes. It appears inetd is taking that long to startup. Syslog entries for inetd are listed below. Notice the long delay before "Configuration complete".
Any ideas what could be causing the long delay?
