here is the very clear answer from Eef Hartman:

No.
Fsadm only reduces the FILE system in the logical volume. So it reduces the
amount of space in the fs, but it does NOT free PE's for use by another
lvol,
you have to run lvreduce AFTER the fsadm (and of course, this is only
possible
when the volume is UNmounted and with Online VxFs installed).

The volume is like a partition, a Physical amount of storage, the FS is a
higher level structure imposed ON that storage.

PS: without VxFS you even loose all of the FS data in the lvol when you
lvreduce it, as there is nu way to tell the file system that it now has less
storage to work with, so you then have to run newfs again to create a NEW
file system in the smaller volume.

I finally decided to mv the FS to another vg.
