I've seen this problem more than once. Once it was near disastrous. I'd
take these steps to begin with:

1) Comment smbd and nmbd in /etc/inetd.conf
2) Refresh inetd
3) Make sure all processes are gone, for now.
4) Review your smb.conf and compare it with your goals and requirements. In
many cases, the full functionality of the file isn't utilized and everything
is open to everyone. I hemmed mine down about 80% when we had our problem.
5) Make sure the clients accessing the server are doing it via an
application or established method/policy. I've found that many different
client accessing smb shares via an app plus browser plus explorer can add up
to three or four smbd processes per client. That number x several clients
could be more than you bargained for.
6) Undo 1 and 2, and monitor.

        Ultimately, I found that in at least one of my cases, the config
file was totally out of kilter. If you environment changes, you may find
these needs shifting dramatically, and then the trouble begins.
