don't know about the scsi card. what model?

Here is an PCI ethernet (A-F)FC 4962 33Mhz 10/100 in a p650 pci-x slot. btw.
this is from an IBM express config

Late last year, we wanted to put a PCI SCSI card, we had once running in an
H70, into a new IntelliStation Power 275 (9114-275) but found that the PCI
card would not fit the PCI-X slots in the P275. So, we assumed that old
PCI cards would not work in newer systems with PCI-X slots.

Are we in error? Did we need some kind of adapter?

yes. PCI-X is backwards compatible with PCI

btw. I believe if you put the LP9002L card in a 32bit slot, it will
negotiate at 1GB/sec also:
remember that any PCI-X bus you put a card into will operate down to the
lowest common denominator, so if you put a 33Mhz card in a PCI-X slot, all
cards on that bus will run at 33Mhz
